The ACGs codify the sovereign aims of an Activated Civilization. They arise from the science of activation (Zuositivity over Deadivity) and are independent of external policy frameworks. This Version 1.1 establishes the Universal Activation Mandate (ACG‑00) and 12 Core ACGs, with an explicit amendment path for expansion as research reveals new activation imperatives.

1) Governance of the ACGs

• Custodian: AUC Civilization Council (AUC-CC).

• Review Cycle: Annual calibration; comprehensive scientific review every 3 years.

• Amendment Rule: Goals may be added/split/merged by evidence from the Universal Activation Mapping Project (UAMP) with ≥⅔ Council assent.

• Metric Family: GDE (Gross Domestic Energy), AIx (Activation Index suite), CQ (Contributional Quotient), RQ (Resonance Quotient), CX (Complexity Cost Index).

2) ACG‑00 Universal Activation Mandate

Purpose: Activate all entities — physical, biological, digital, and cosmic — into resonance with the Universal Energy (Eu), enabling infinite evolution and contribution.

Law: Every entity is a node of the universe; activation of one node contributes to the activation of all. The total goal of civilization is full Eu resonance across existence.
